Army Plans to Discharge 20,000 Soldiers for Medical Disability Purposes

The Army has plans to discharge about 20,000 soldiers because they are "unfit for duty," according to an article in USA Today. The soldiers were to be discharged as medical retirees, but the Army is struggling in making that happen due to the time-consuming process of the Department of Veterans Affairs.

Considering the Army cannot bring in new recruits until the discharges are made, veterans with disabilities are still on duty but are placed in non-combat positions. The result is a diminished fighting force and an impaired military readiness.

Gen. Peter Chiarelli, the second highest ranking officer in the Army, blames bureaucracy. The waiting times imposed on the soldiers being discharged is the result of a "complex, disjointed, and confusing" military disability system, according to Chiarelli. In additions, he states that the system is in turn the result of the country's protracted involvement in the wars in Iraq and Afghanistan.

However, the inability to discharge soldiers not fit for duty isn't limited to the Army. Soldiers in every branch spend the majority of their time doing nothing but waiting for either a decision or an appointment.

Between 2010 and 2011, there was a 33% increase in the number of "unfit soldiers".
One of the main issues is too few psychiatrists to analyze the growing number of soldiers returning with post-traumatic stress disorder (PTSD).
