House Veterans’ Affairs Committee Passes 3 Bills


May 20, 2010 - Three bills were passed by the House Veterans' Affairs Committee last week will benefit veterans as well as the Department of Veterans Affairs (VA). Because of these bills, veterans will receive more chiropractic care and a pilot program for mental health patients. Further, VA health care workers will receive reimbursement for continuing professional education courses.   

The Chiropractic Care for All Veterans Act (HR 1017) increases access to chiropractic services. Currently, the VA provides such care in 25 locations nationwide. Eventually every VA medical center will offer chiropractic care if all goes as planned. Under this bill, chiropractic care will become available in stages with yearly goals set for how many clinics will offer these services.

The Veterans' Dog Training Therapy Act (HR 3885) provides for a 5-year pilot program. This program allows veterans suffering from mental health issues stemming from their deployment to train service dogs for other veterans with disabilities. The program would involve 3-5 medical centers. The determination of which centers will host the program will depend on the center having areas for:

  • Dog training;
  • Dog grooming;
  • Outdoor exercising; and
  • Wheelchair accessibility.

 Whether therapy dogs can help veterans suffering from post-traumatic stress disorder (PTSD) is still being researched. This program differs however, in that the veterans are training the dogs for someone else to use. The program's success will be measured against several criteria such as whether the veteran dog trainer's emotional well-being improves throughout the training process.

The three bills all passed by voice vote and will now be considered by the entire House of Representatives.
