It has only been 2 years since the Department of Veterans Affairs (VA) representatives were called before the House Veteran's Affairs Health Panel Committee to answer questions about ‘"inappropriate billing practices,"' according to a report in The Army Times. That meant at the time there was concern veterans with disabilities, as well as veterans without disabilities, were being charged more than they should have for their healthcare.
The original hearing in 2009 brought out several complaints. Some veterans claimed they paid incorrect bills and were never reimbursed. Other veterans claimed they were billed over and over for the same service or were inaccurately billed months after a service was performed.
After reviewing 18 VA medical centers, the Government Accountability Office (GAO) confirmed reports of not just excessive billing, but incorrect medical coding and poor "management oversight." The result was third-party insurers never being billed $1.7 billion for VA-provided healthcare.
The next year, a GAO investigation looked into 56 million co-payment bills the VA made in 2010 and found 4% of them were inaccurate, which amounted to 2.3 million co-payments. This time, however, the VA did determine with 100% accuracy when veterans shouldn't be paying for healthcare for service-connected conditions.
The GAO was able to determine why the errors occurred on the 4% of the claims that were in error and made recommendations on how to fix those errors. The VA has stated it will make the proper corrections.
