According to an article in Market Watch, a program developed by The Department of Veterans Affairs (VA) known as the Enhance the Veteran Experience and Access to Healthcare (EVEAH) program, will "ensure proactive outreach" to every veteran that qualifies for VA healthcare services but has not yet enrolled.
