July 21, 2010 - The San Diego Department of Veterans Affairs (VA) will open a treatment center for homeless veterans in 2012. The VA is opening the center in an attempt to rectify faults following the Vietnam War and plans on providing a litany of services to veterans in need.
San Diego is one of 5 cities receiving "domiciliary care" grants worth $33 million spread over 5 years. The grants will be used to fund a rehabilitation center for the most chronically homeless veterans suffering from alcohol, drug, and psychological issues. In addition to housing 40 veterans, the center will also provide additional programs for younger veterans. More specifically, those veterans just out of the military and cycling back into civilian life. This particular population will be especially susceptible to becoming homeless in their first 5 years out of the service.
Under VA regulations, homeless veterans can only be admitted for 10 days to the La Jolla Hospital. Other than that, the only thing VA doctors can do is make referrals to subsidized housing. Residential treatment is simply not available to homeless veterans in the area - until now. The new San Diego clinic will provide services for veterans for up to 1 year. With the structure of the local VA community, this San Diego VA Clinic will truly fill in a gap in necessary services.
The center is being created in the image of a "one-stop homeless service center." Services offered will be similar to other local rehabilitation centers and will include psychiatrists specializing in post-traumatic stress disorder (PTSD) and social workers adept at negotiating the VA's benefits compensation system.
