May 14, 2010 - Under Congressional mandate, the VA recently evaluated the Veterans Benefits Administration's (VBA) effectiveness in processing disability claims, appeals, and compensation as well as their employee work credit program. The VA's report on their findings will soon be released.
The VBA announced they planned on modifying their worker incentive program prior to the Department of Veterans Affairs (VA) releasing their report on the current state of the VBA's benefit claims process. The VA was given the task of figuring out how to abolish both delays as well as errors made during disability claims' processing.
More than 1,000,000 disability claims were filed with the VA in 2009, a 14% increase from the previous year. It isn't just a matter of receiving more disability claims, it is a matter of increasing the VBA's workload. Given the current Iraq and Afghanistan conflicts and an aging veteran population, the number of submitted disability claims will only increase.
Seemingly the issue is the VBA's employee performance standards. The VBA requires their disability claims processors to process a fixed amount of claims per day. This being their only incentive, there is no shock in hearing the quality of those processed claims are substandard. Promoting quickness over quality is only serving to result in many claims being adjudicated not only prematurely but incorrectly. This then means more disability claims are being appealed which means the system becomes more overburdened.
The VBA's Claims Process Improvement Model suggests one way to improve quality and timeliness is to use processors with specializations. This model, however, has been attacked as not being uniform which will more than likely result in conflicting veteran disability ratings.
The VBA has acknowledged there is a problem in their system. It is said this is the first step in getting help. The burden then falls on the VA to put into action all viable changes to give veterans and their families the benefits they deserve.
