August 18, 2010 - On the first Wednesday of every month a U.S. Magistrate Judge, in a federal courthouse, presides over Duck Court. The majority of those appearing in Duck Court are there for violating federal fish and wildlife laws-the majority, but not all of them. Several of the people summoned to Duck Court have violated other laws on federal property. This includes our nation's veterans who have been given parking tickets at the Department of Veterans Affairs (VA) Medical Center in Riviera Beach, Florida.
Some of the veterans brought in to answer to the court for their parking tickets on VA property have even been brought in by US Marshalls.
Since October of last year, the Riviera VA has issued 750 parking tickets; an average of 3 per day. If the fines are not paid, misdemeanor warrants are issued for the veterans. The U.S. Marshalls report there are hundreds of outstanding warrants originally issued for federal parking violations. While it is not common for veterans to be arrested, it is possible.
The VA Medical Center in Riviera Beach was built in 1995 and at the time served 30,000 people. It now serves 60,000 people, with about 3,500 people using the center daily. There are approximately 1,700 parking spots available. Veterans attempt to explain this to the Judge to justify their parking on the grass or in no-parking zones, since they fear losing their appointment time due to the parking debacle.
The VA has made 36 vans available for employee carpools, paved a spot offering 100 new parking spaces, and is expanding their garage next year, which will add 400 more parking spaces. The VA claims tickets are a last resort for them and are ONLY issued to those parked in fire lanes and handicapped spots. On the first Wednesday of every month a U.S. Magistrate Judge, in a federal courthouse, hears veterans explaining how they were ticketed for being parked on the grass or in no parking zones; NOT fire lanes or handicapped spots.
