Aside from the free local and long distance minutes, recipients will also have features like free call waiting, voicemail, and caller ID, to name a few. If users of the phone run out of minutes, they can buy more for 20 cents per minute, or text messaging for 15 cents per message.

Distributors of the phones claim that this program can help many low-income New Yorkers make medical appointments, keep in touch with family, and make emergency calls. Of course, users need to first qualify before taking advantage of this assistance.

Officials will decide if you are eligible by looking at both income and what programs you currently use. As long as you already qualify for programs like

Supplemental Security Income, Medicaid, Food Stamps, National School Lunch Program's Free Lunch Program, or Section 8 housing, to name a few, you will likely also be eligible for the free minutes.

If your application for SSI has not yet been approved but you use one of the above programs, you can still apply. However, having proof of SSI can greatly help you qualify for the free phone.
