March 11, 2011 - April 1, 2011 will be the first day in which Department of Veterans Affairs (VA) state homes will be required to meet a new safety code standard under a newly adopted rule. More specifically, those state homes receiving per diems for offering nursing home care to qualifying veterans would be required to fill certain standards as required under the 2009 edition National Fire Protection Act (NFPA) 101, which is the Life Safety Code.
According to the VA's notice, adopting the rule forces the VA's state home facilities to bring themselves up to the established industry standards for both life safety and fire safety. The 2009 code includes specific changes in provisions directly addressing nursing homes. Some of those provisions speak to:
The VA was originally going to update to the 2006 code standards. After reviewing the differences between the 2006 and the 2009 code and failing to find any appreciable deviations that would cost the state VA homes financial distress in coming up to code, the VA went with updating to the 2009 edition as the NFPA will not be updated again until 2012.
