The Department of Veterans Affairs (VA) plans on utilizing the yet-to-be constructed Transformation Twenty-One Total Technology (T4) program to revamp and improve how veterans access their benefits. The T4 program will cost $12 billion and once in place, will help give veterans constant and hopefully flawless access to their own benefits through the VA health information system.
The VA awarded the T4 contract to 14 separate companies. Each will do their own part in building a single "common joint platform," which will be used in conjunction with digital medical profiles by the Department of Defense (DoD). Construction of the platform is expected to last for 6-10 years.
The VA is hoping the T4 program, once operational, will help them meet some of their other goals as well. One of the main issues the VA plans to use the T4 program to help them address is their backlog of disability claims waiting to be processed.
The VA will also use the T4 program to fulfill two outstanding initiatives: ·
the Veterans Benefits Management System; and

the Veterans Relationship Management. The T4 program is a tool and can be used to make acquisitions smoother and quicker. It is also used to breach gaps in time and service during the transition period when older systems are being brought up-to-date but the new system is not yet ready for service. The VA will use T4 to acquire systems and services as quick as possible so as to avoid gaps undoubtedly caused by slower, more traditional processes.
