VA Finds Commercial Software More Efficient Than Proprietary Software


The Department of Veterans Affairs (VA) will not develop proprietary software in-house. Instead, they will continue to construct and develop their current software system using appropriate commercial software in conjunction with cloud services. This is all according to the VA's Chief Information Officer (CIO), Roger Baker.

Baker is guiding the VA's information technology (IT) department under the premise it is likely not possible for a government agency to build better products than the private sector.
According to Baker, the government is not going to "build a better Facebook or e-Bay."

Given their nature, it may be possible the VA's open-source systems will require proprietary software. Should that situation arise, Baker is willing to accommodate that need and develop what is necessary. 

Lacking the need for the latest and greatest, there is almost always a commercial product able to fill the government's requirements. Once that commercial program is established, all the additional, smaller government requirements can be worked around.

Even if a commercial product only provides a certain percentage of the government's needs, that percentage is better than nothing. The eternal struggle Baker and the VA will fight is ensuring the commercial products are able to be made and kept secured.
