A recent article in The Bellingham Herald detailed how companies owned by veterans with disabilities are not being given the preference with the Department of Veterans Affairs (VA) to which they are owed. Under the 2006 Veterans First law, the VA is to give companies owned by service-disabled veterans preferences over other companies when it comes to supply contracts and other business considerations.
These preferences are known as "set-aside contracts" because they set aside work for "service-disabled, veteran-owned firms." Veterans who feel they were not being given the proper consideration complained to the U.S. Government Accountability Office (GAO), who then looked into the VA's practices.
The GAO found the veterans' complaints to be solid and has given the VA 60 days with which to respond. According to an internal memo, however, the VA is not "bound" by the GAO's decision as the GAO is part of the legislative branch, and this issue would likely go to the courts for a decision.
The VA responded to the GAO's findings by stating more service-disabled, veteran-owned businesses receive contracts from the VA than any other federal agency. Further, the VA plans to continue to support those businesses eligible to receive set-asides.
