Veterans’ blood drawn for study without their consent

At least 11 veterans who sought healthcare at the Veterans Administration Medical Center in Philadelphia were subjected to a blood collection without their informed consent. An investigation revealed that extra blood was collected from the veterans for a research study. The blood collection was conducted in violation of federal laws and regulations.

According to the Pittsburgh-Tribune Review, the violation of patient rights took place more than a year ago and was discovered when a patient questioned why an extra vial of blood was drawn.

Hospital reports related to the investigation were not publicly disclosed but were released in response to a records request made by the newspaper under the Freedom of Information Act.

The investigative reports revealed a multitude of procedural violations associated with the study.
