On August 6, 1997, the Regional Office ("RO") granted service connection for metatarsalgia right foot as directly related to military service and evaluated it at 10% disabling from July 3,1996. The Statement of the Case stated service medical records showed treatment in 1980 for numbness in the right foot, diagnosed as slight nerve damage (Id.). It also stated that service records show that the veteran was placed at bed rest shortly after reporting for active duty for training in September, 1990 for an unspecified condition, and that a second disability statement dated October 1, 1990, said the veteran would be unable to participate in active duty due to neck and back pain.
They said that a note on the disability statement of September 13, 1990, indicated that the veteran's neck and back condition were associated with a motor vehicle accident in May 1990. It is also said that there is no indication in the records that the veteran was on active duty for training in May 1990. (Id.) Therefore service connection for the back condition, headaches, bilateral leg condition, left foot arthritis and exposure to chemicals were denied (Id.)
In a Decision letter dated August 10, 1998, the RO denied service-connection for stomach condition and back condition stating the claims were not well grounded (R. 77).
In a letter from the veteran, regarding the claim for service connection of the back condition, the veteran notes that in an August 1997 VA treatment report it stated that the veteran's low back pain may have been due to abnormal gait from metatarsalgia. (R. 995-996).
